The participation or financing of armed groups could not be established.”

The Prosecutor’s Office will request the reformulation of charges against the prefect of Pichincha, Paola Pabon, former Congressman Virgilio Hernandez, and others. The charges will continue being for rebellion, but now, it will be for the first subsection, which sanctions people who “get up in arms to overthrow the government or hinder the exercise of their powers.”

In the beginning, the Prosecutor’s Office filed charges for the alleged offense of rebellion subsection four, which sanctions the person who “promotes, helps or sustains any armed movement to alter the peace of the State.”

On October 14, 2019, the houses of Pabon, Hernandez, Christian Gonzalez, and Pablo del Hierro were raided to collect items that would confirm the information available so far.

However, the Prosecutor’s Office recognizes that within the tax instruction “the participation or financing of armed groups could not be established.”
