National strike marks a before and after in Security and Defense

October was a decisive month to detect errors in the management of the Intelligence area.

During the national strike in October, the Government could not detect the reaction of the indigenous uprising, where there was infiltration. The Armed Forces implemented a passive action strategy to address the problem, which led to the renewal of the military leadership and the appointment of a new directive.

In this sense, the institution advances in the acquisition of riot equipment and also in the application of operational intelligence for the search of insurgents. At the same time, the Defense Ministry works on other fronts such as the fight against drug trafficking and illegal fishing.

Mario Pazmiño, a passive service colonel and former director of Military Intelligence, said that a policy is needed to recover operational capacity and to deal with external and internal threats.

“The Armed Forces and the Police are not prepared for asymmetric operations such as acts of terrorism, urban sedition, sabotage, kidnapping, anarchism or low-intensity conflicts. The equipment they are buying is not for that,” Pazmiño added.

He added that the failure in Military Intelligence is because each institution wanted to have control of the problem and suggested debugging the system.
