Gender equity will be applied progressively.
The control of campaign funds and a new formula for the distribution of seats are the central axes of the Democracy Code reform.
Gender equality will be applied progressively. For the 2021 elections, the minimum percentage on the lists will be 15 percent (five more than the current average). While for 2023 local elections, it will be 30 percent. As of 2025 elections, the goal is 50 percent and all presidential running mates will be female-male or male-female.
Another relevant change for the next elections is voting for closed lists, not for candidates.
Regarding the control of campaign expenses, a transitional one was included to implement a policy financing control system.
