President Lenín Moreno signed Decree 1291, in which it accepts the recommendations of the National Emergency Operations Committee (COE) and establishes a state of exception from this Friday, April 23 to May 20, with a curfew included, before the increase in infections and the crisis in the health system.
The measure will govern for 28 days in 16 provinces of the country: Azuay, Imbabura, Loja, Manabí, Santo Domingo de los Tsáchilas, Guayas, Pichincha, Los Ríos, Esmeraldas, Santa Elena, Tungurahua, Carchi, Cotopaxi, Zamora Chinchipe, El Oro and Succumb.
The curfew in these provinces will have a schedule: the mobility of people and vehicles is restricted from Monday to Thursday from 8:00 p.m. to 5:00 a.m. and, from 8:00 p.m. each Friday, a total restriction begins until 5:00 a.m. each Monday; that is, Saturday and Sunday there is a lockdown all day. This schedule includes for the May 1st holiday.
Exceptions to these restrictions are health services, public security, strategic sectors, export sector and its logistics chain, provision of basic services, provision of food and medicine, delivery for food and medicine, officials of the National Assembly, lawyers and the Judiciary, communication workers, those who have their vaccination appointment scheduled, those who have scheduled medical appointments, who have to travel to or from airports, construction sector, tourism, agriculture.
The safe-conducts issued by the Municipality are without effect and new ones cannot be issued. In addition, there will be free vehicular circulation from Monday to Friday from 5:00 a.m. to 8:00 p.m. and on Saturdays and Sundays circulation is prohibited.
More measurements:
-In public transport the capacity will be 50%, in interprovincial buses it is 75% and only half the frequencies will operate.
-Prohibit crowds in public and private spaces.
-Maximum capacity for commercial establishments, food courts, restaurants, theaters, cinemas, gyms will be 30%.
-Closing of beaches and spas during the curfew and outside the curfew will open with capacity, schedules, which each Municipality must control.
-Parks and public spaces will remain open with capacity limitations, but courts and group and contact sports venues will remain closed.
The national COE also took measures that apply to the entire country.
-Prohibited the sale and consumption of alcohol during curfew hours.
-Since the validity of the state of exception, teleworking in the public and private sectors is compulsory, except for essential activities.
-Face-to-face classes are still suspended
-Keep current entry guidelines to the country
-To urge the Municipalities to close bars and nightclubs.
