First report of the Truth Commission reveals serious human rights violations during the protests of October 2019

The report, they explained, seeks to arrive at a subsequent comprehensive reparation for the victims and their families.

The draft report of the Truth and Justice Commission on the events that occurred during the October 2019 protests concludes, among other things, that the State was responsible for “seriously violating” human rights.

Sybel Martínez, Xavier Zavala, Juan Carlos Solines and Juan Cueva are members of this Commission that decided to create the Ombudsman’s Office.

According to the draft report, to which El Universo had access, a series of human rights violations are evidenced during the 11 days of demonstrations at the national level, before the elimination of the fuel subsidy, through Decree 883.

The State “seriously violated the rights to life, physical and psychological integrity, personal liberty, the right to free expression, among other rights,” says one of the conclusions of the document that would be released in the coming days.

The report is constructed with 519 testimonies, of which 249 revealed human rights violations. In turn, 188 are from members of the National Police and 34 from the Armed Forces. It is mentioned that 26 public officials, including those from the Attorney General’s Office, “did not act within the framework of their powers.”
