Government of Ecuador and indigenous movement adjust dialogue methodology

The Government and the indigenous movement have decided to adjust the methodology of the dialogues and the Technical Tables to reach agreements before the end of the established period, which expires in mid-October.

In almost a month, only one technical table has had an agreement, on public and private banking. The subsidy targeting table, which began on July 13, still does not have an answer. While the Table on Price Control has been going on for two weeks and does not have an agreement either.

The parties agreed, this Thursday, August 3, that the Government will manage a proposal to monitor the agreements in order to operationalize them. This, because there were claims that they still cannot access debt forgiveness or refinancing, as agreed.

Another request of the indigenous movement is the presence of international representatives, for which the Government will carry out the necessary steps so that a Special Rapporteur of the United Nations (UN) participates in the thematic tables.

One of the drawbacks in the Tables has been the exchange of information, which delays the treatment of issues. Therefore, the parties agreed to send the documentation before the initial meeting of each table. Then, a space of two days will be given for analysis and for concrete proposals to be made to make the agreements viable.

The number of meetings will continue to be a maximum of five, but alternately. However, the Focus and Subsidies tables will maintain the previous scheme; that is, they do not have the term of five days.

The themed tables will continue next week. The National Government and the indigenous movement ratified their commitment to continue the dialogue.
