The State and its authorities are responsible for the crimes against humanity in the October 2019 strike, concludes the Truth Commission

The Special Commission for Truth and Justice presented its report on the events that occurred between October 3 and 16, within the framework of the national strike, to the Ombudsman’s Office and concluded that there were violations of the rights of the protesters and crimes of Against humanity, whose direct responsibility was the State commanded by the President of the Republic, Lenín Moreno, and the Minister of Government, María Paula Romo.

The CEVJ received 519 testimonies during his tenure. Of this universe, 249 correspond to human rights violations perpetrated by state agents in the context of the October national strike; 169 men and 80 women.

Therefore, in its conclusions, the CEVJ established that the Ecuadorian State, through its agents, seriously violated the rights of the protesters. It also attacked physical, psychological and sexual integrity, and personal freedom, acts that have a direct impact on the right to free expression, peaceful protest and resistance.

In the same way, it documented cases in which the excessive use of force was evidenced.

“The CEVJ was able to establish that State agents repeatedly used excessive force, behaviors that, in the national context between October 3 and 16, caused serious, and in some irreversible cases, damage to civilians. ”.

On the other hand, it evidenced that the Government positioned a partial interpretation of reality, placing emphasis on certain violent actors and with a destabilizing agenda that developed in the social imaginary the idea that democracy was under attack.

“The Government, through its ministers, justified reprehensible acts against the protesters, such as the attack on the peace zones in the university facilities,” the report reads.

Given all this, the Truth Commission and the Office of the Ombudsman indicated that they will forward all the documentation, evidence and testimonies to the State Attorney General’s Office, in order that the pertinent actions be taken and the corresponding investigations are carried out to determine responsibilities. .

To conclude, the commission recommends to the State, as reparation measures for the victims whose body parts were severed, that they be provided with the pertinent and long-term medical care in a comprehensive manner.
