Ombudsman requests prohibition of leaving the country for the president of Ecuador and his ministers

The Ombudsman, Freddy Carrión, filed a complaint with the State Attorney General’s Office (FGE) for the alleged crimes against humanity that the State and its authorities would have committed in October 2019.

As part of this diligence, he requested that charges be filed urgently against the President of the Republic, Lenín Moreno, his ministers and former authorities involved, in addition, that they be prohibited from leaving the country.

After the Special Commission for Truth and Justice on October 2019 concluded that there were crimes against humanity in the protests and held the State and its authorities responsible for the excessive use of force, political persecution, attacks on freedom of expression and torture the protesters, the head of the Ombudsman’s Office, Freddy Carrión, filed a complaint with the Prosecutor’s Office, so that the corresponding investigations could be initiated.

Carrión explained that the report of the Commission for Truth and Justice, created by the DPE, reveals an indication of a crime against humanity, which is why it is of the utmost importance for the country to know what really happened in the protests of October 2019.

“As DPE, we deliver the report to the Prosecutor’s Office so that it investigates and punishes those who violated their rights. Reparation is urgent, since no process of national reconciliation is possible without first establishing due justice and guarantees of reparation for the victims of October 2019 ”.

Within the process, the Ombudsman asked the State Attorney General’s Office (FGE) to receive the versions of the President of the Republic, Lenín Moreno, of the former Minister of Government, María Paula Romo, of the former Commander General of the Police, Nelson Villegas , the Minister of Defense, Oswaldo Jarrín, the former Chief of the Joint Command of the Armed Forces, Roque Moreira, the former Chief of Police Operations, Patricio Carrillo, and the former Commander of the Quito Metropolitan District Police, Víctor Aráus, with the in order to clarify the facts and guarantee the victims’ right to the truth.

For these people, the Attorney General, Diana Salazar, also requested that charges be filed urgently and that a Judge of the National Court of Justice be required to issue the personal precautionary measures provided for in the law to ensure the presence of the people. mentioned in this complaint.

In the case of María Paula Romo, former Minister of the Government, it was requested that the international mechanisms provided for in the Law be activated, in order for her to be notified and appear in the process.

On the other hand, he asked the FGE that the preliminary investigation for the alleged crime against humanity be processed by the Human Rights Directorate of the State Attorney General’s Office, in strict adherence to international standards of investigation in cases of rights violations. human rights, which includes the participation of civilian personnel in the investigation to guarantee the impartiality of the processes and expertise.
