The lack of anti-riot teams to control violence in the country’s prisons worries prison guides.
The Association of Penitentiary Servants of Ecuador (Aspe) and the Association of Active Penitentiary Servants (Asosepen) met this Monday in Quito due to the need for the State and civil society to carry out an “audit” of the investment made in the prison sector during the two states of exception declared in 2019 and 2020 for prison violence.
The representatives of both associations indicated that there are no teams to control the inmates, as well as requested more security for their companions.
In January of this year, the National Service of Comprehensive Attention to Adults Deprived of Liberty and Adolescent Offenders of Ecuador (SNAI) presented a report in which it indicates that in 2020 and after the state of exception in the system, nearly USD 195.415 in non-lethal weapons for guides and USD 500.000 in radios and repeaters for staff communication.
With this precedent, they insisted that the State must guarantee the safety of their companions and indicated that there are mafias that threaten the guides who do not agree with their interests.
According to his statistics, five guides have been assassinated, hitman style, outside the prisons. Others have been injured.
Christian Peñaherrera, president of Aspe, urged the Government to also review the fall in their income after the approval of the Code of Security Entities that homologated their salaries.
This claim has been made since August 2019 when the regulations to the Law came into force, because the guides stopped receiving overtime.
According to the guards, this caused the income of the ancients to drop from USD 1.030 to USD 817.
Both Peñaherrera and Carlos Ordóñez, president of Asosepen, indicated that their claims have already been delivered to SNAI, but are still awaiting a response.
