The first day of the general elections, where 8.307 people deprived of liberty (PPL) will vote without an enforceable conviction, began on the morning of this Thursday, February 4, 2021.
The inauguration of the electoral process, in this sector of the population, was held at the Center for Provisional Deprivation of Male Freedom # 1 in El Inca, located north of Quito.
The event, which began at 09:00, was attended by the president of the National Electoral Council, Diana Atamaint, the vice president, Enrique Pita, the counselor Esthela Acero and the general director of the National Service for Comprehensive Attention to Persons Deprived of Liberty (SNAI), Edmundo Moncayo.
The electoral process was inaugurated by Diana Atamaint, who pointed out that this act puts into practice the rights of political participation established in the Constitution.
He explained that 70 voting receiving boards have been installed in prisons in 20 provinces throughout the country and indicated that the consigned votes will be placed in hermetically sealed envelopes and will be guarded by the Armed Forces, until Sunday, February 7 at 5:00 p.m., where they will open for the count.
For his part, the SNAI director stressed that on this day the transparency of the processes will be guaranteed. In addition, he added that an agreement has been signed with the CNE and the Civil Registry, so that the inmates of each deprivation center in the country can pay.
At the national level, 445 women and 7.862 men will vote, who remain in detention, but have not yet received a conviction, and therefore retain their political rights.
On the other hand, this Friday, February 5, the Voto en Casa program will be developed, where 653 people with physical disabilities greater than 75% will pay from their homes, under a biosecurity protocol established by the electoral authorities
