Concern in prisons in Ecuador for possible re-outbreak of coronavirus cases, after return of visits

According to the SNAI director, in the event that a positive case of covid19 is detected, visits will be restricted again.

The prison guides of the Social Rehabilitation Centers of Ecuador have shown their concern about a possible rebound in coronavirus cases in these centers due to the resumption of conjugal visits to people deprived of liberty.

Seven months after the start of the pandemic, a pilot plan was launched in prisons where, since the last week of October, each of those deprived of liberty has been allowed one visit.

Prison guides question whether only a rapid test is requested for visits, due to the background that these tests could yield false negatives

For his part, the director of the National Service for Comprehensive Attention to Adults Deprived of Liberty and Adolescent Offenders of Ecuador (SNAI), Edmundo Moncayo, clarified that these tests are effective, for the prison system, because the test is requested day the hearing will take place.

“Together with other protocols such as the use of the oximeter, it reduces the risk of contagion,” he said.

According to Moncayo, if, with the application of this pilot plan, a case of COVID19 is detected, the CRS will again prohibit visits.

In this context, the SNAI issued a regulation that will be applied progressively until the Emergency Operations Committee (National COE) and the Ministry of Public Health order that visits be resumed in the way they were done before the pandemic .
