International human rights organizations indicated that there was excessive use of force by the National Police
Due to the serious violations of human rights, the Confederation of Indigenous Nationalities of Ecuador (CONAIE) will file a complaint against the Ecuadorian State for the protests of October 2019.
On October 1, the Government of President Lenín Moreno decreed the elimination of fuel subsidies. On October 3, at the national level, a popular uprising was held in rejection of this measure.
The indigenous movement mobilized to Quito to demand its repeal, which took place after 11 days of strong demonstrations. The police repression left thousands of people injured with pellets and other injuries, citizens who lost their eyes due to the impacts of tear gas, abuses of authority, and a dozen dead.
“The policy of violence, repression, intimidation, persecution and criminalization with which the Lenín Moreno government acted and the abuse of authority ordering the atrocious repression of the people will not go unpunished, with direct responsibility of the Government Ministers, María Paula Romo ; and Defense, Oswaldo Jarrín, for committing crimes against humanity against indigenous people, peasants, workers, students, women, children and the elderly, ”said the indigenous organization.
Due to what happened in October 2019, the Inter-American Commission on Human Rights (IACHR) recommended that the State provide comprehensive reparation for the victims. The organization Amnesty International also pointed out that there was excessive use of force.
