CNE official who denied the application acceptance for Rafael Correa would be Lenín Moreno’s nephew

“Arturo Andrés Moreno Andrade, son of Germán Moreno (first cousin of President Moreno) was the official who was in charge of attending to Correa’s registration,” reveals this digital medium.

According to an investigation by ElEstado.net, the official of the National Electoral Council (CNE) who refused to deliver the physical registration form, so that the former president of the Republic, Rafael Correa, could make his candidacy official, would be the nephew of Lenín Moreno .

“Arturo Andrés Moreno Andrade, son of Germán Moreno (first cousin of President Moreno) was the official who was in charge of attending to Correa’s registration,” reveals this digital medium.

The official indicated that he could not deliver the registration for the former president in person and left the room, despite the fact that Correa was online and his sister, Pierina Correa, had a notarized power of attorney to carry out procedures on his behalf.

But, hours later, the ex-president assured that they had the form in digital and that they presented it with his electronic signature.

“We already have until confirmation of receipt,” he stressed.

Regarding Andrés Moreno, the CNE official, ElEstado.net added that he is the son of Arturo Germán Moreno Encalada, 51, a cousin of President Lenín Moreno, who was arrested in the Judicial Police, accused of bribery in 2008.

At that time, a judge issued a preventive detention order against him, at the request of the Prosecutor’s Office, because Moreno Encalada allegedly tried to bribe the director of Regional 1 of the SRI, Marcelo León.

According to judicial sources, the defendant would have delivered a suitcase with USD 12,500, as part of the payment of a bribe, to forgive taxes to be paid in the amount of USD 1.2 million.

León refused to receive the money, but the suitcase was left in his office. For this reason, León made the complaint to the director of the SRI, Carlos Marx Carrasco.

So the authorities asked the Judicial Police for help. The police officers microphones and recorded when, on a later visit, Moreno acknowledged that the suitcase was his property. The policemen had hidden in the bathroom and as soon as they had the incriminating statement they arrested him.
