Human Rights organizations warn of alleged retentions of returned Ecuadorians

They demand the immediate release of people held in hotels, who have the will and conditions to reach their homes in compliance with security protocols.

The Alliance of Human Rights Organizations warned that the procedures that are being used for the return of Ecuadorians and compliance with Mandatory Preventive Isolation (APO)

 “It is not adequate to prevent the spread of COVID-19, and it jeopardizes the exercise of some rights, including freedom and mobility, respecting the terms of the State of Exception.”

In a statement, they report that, according to the complaints received, “in Migration before entering the country, they were forced to sign a commitment in which they are obliged to stay in a hotel determined by the authorities, covering all expenses on their own account ”.

This, despite the fact that “some of these people live in the same cities where the hotels where they were forced to stay are located.”

In addition, within the complaints, citizens report that, when arriving at the hotels assigned by the authorities in Immigration,

“Some establishments were not aware of their arrival and did not want to receive them, despite this the police authorities prevented the departure of people. All the people had to wait together in the hotel lobby without food (in some cases for a whole day) with girls, boys, the elderly and people with disabilities in conditions of insecurity against COVID-19 ”.

Therefore, they demand the immediate release of people held in hotels, who have the will and conditions to reach their homes in compliance with security protocols, which includes compliance with the established mobility restrictions.

The Government Minister, María Paula Romo, claimed that there was a group of returned Ecuadorians who have filed a Habeas Corpus against the hotel and other officials, for which, she said, they are not using hotels to comply with the isolation.

This morning, she announced that the entry of humanitarian flights is suspended until she can count on the corresponding protocols.

There are 648 Ecuadorians who have returned on special flights and who must comply, before returning to their homes, with a protocol that includes the isolation of 14 days in lodging sites.
