Armed Forces expect to have legal instruments to support Police in protests

The army commander claims to be ready to face any type of events such as those recorded last October.

The army commander, Luis Altamirano, indicated that the institution has the necessary capabilities to support the missions entrusted to it, such as those registered last October.

In an interview for a media outlet, Altamirano said that “the Ecuadorian people and their authorities can be calm.”

Although in January, the Inter-American Commission on Human Rights (IACHR) concluded that during the October strike there was a “violent reaction” and a “disproportionate use of force by police and military agents,” he said that, in the case of the Armed Forces, that term fits when acting in the internal order. But he clarified that the Organic Integral Criminal Code (COIP) points out three elements in this case: necessity, proportionality and legality.

For the Army commander, these guidelines are summarized in rules of behavior that allow the soldier’s behavior to be regulated in situations of risk or danger to which he is subjected.

He indicated that in order to act, they must not only be responsible to the personnel in charge, but also to the provisions they must comply with. “We move within that framework and for that we have a rights manual for military operations in which phases are established for the progressive use of force,” he said.

He pointed out that it is necessary to deepen national legislation in order to ensure that the forces responsible for maintaining peace and enforcing the law have legal instruments that allow military forces to support the National Police in a complementary manner, because it is established in the Constitution.

He explained that the work of the Armed Forces is not something that is improvised, but that they have equipment plans that are framed in the strategic institutional planning.

To this end, he said that the Army is launching a Military Transformation Plan that includes defense policies, equipment plans, capacity definition and human talent development. “It is a plan that has a horizon of 12 years and is divided into four stages, but whose base is the culture of the organization,” he said.
