Prison Crisis in Ecuador: 20 Dead in a New Prison Riot

20 people died in a prison riot early Sunday in southern Ecuador.

The confrontation between those deprived of liberty in the Turi prison left 20 dead who were found outside the pavilions, but it is still unknown how many dead there are in the cells.

Over the course of the hours and as control of the prison is regained, the total number of deceased and injured will be known. Meanwhile, since the early hours of this Sunday, the security protocols have been active and coordination is maintained with the National Police, the Armed Forces, the National Service for Comprehensive Care for Adults Deprived of Liberty and Adolescent Offenders (SNAI), the Secretariat of Human Rights and other entities, in order to provide their contingent to attend to this emergency.

The Minister of the Interior, Patricio Carrillo, indicated that a new state of exception will not be declared, but that the situation will be dealt with in a normal manner, but with actions to contain irrationality and radicalism within prisons, respecting Human Rights.

Carrillo sympathized with the relatives of the deceased and said that planning is being carried out to contain this type of act, but that for security reasons he cannot spread it. However, he specified that they will hold meetings with the authorities at the Unified Command Post in the ECU-911 Austro, to define new actions.

The director of the SNAI, Pablo Ramírez, reported that 90 people deprived of liberty were evacuated. Ten of them injured, who were treated by personnel from the Ministry of Health.

He pointed out that outside the prison center there are five ambulances to attend to the emergency, as well as social workers and psychologists to provide support to those deprived of liberty and the relatives of those who died.

The Secretary of Human Rights, Bernarda Ordóñez, stated that the transfer of technical teams from Guayaquil and Loja was ordered to help in the face of this new bloody act.

She said that the institution will contribute to the evacuation of the bodies so that, under a special protocol, they will be delivered to their relatives. She added that the Secretariat will be in charge of equipping the coffins.

For her part, Carrillo asserted that the deaths occur due to the struggle between criminal gangs to maintain power inside the prison.

He explained that the cells rebelled against the criminal gang that exercises power in the center and that is why this new massacre took place, which would take place in the maximum security pavilion.

He clarified that there are no escaped inmates and added that measures are being taken to prevent new massacres from occurring in other prisons in the country.
