MEPs form a special commission to monitor respect for the fundamental rights of the former vice president of Ecuador Jorge Glas

Parliamentarians warn that the Ecuadorian State has not complied with the precautionary measures issued by the IACHR in favor of the former vice president.

Several MEPs officially communicated to Ecuador about the creation of a special commission that will be in charge of monitoring the fulfillment of the fundamental rights of the former vice president of the Republic, Jorge Glas, who has been imprisoned for more than four years.

This delegation is made up of Manu Pineda (Spain), Sira Rego, Leila Chaibi (France), Sandra Pereira (Portugal), Clare Daily and Mick Wallace (Ireland).

The document states that Glas has received multiple death threats and his health has deteriorated in recent years, due to the fact that he suffers from chronic insomnia; anxiety; arterial hypertension; gastritis; low back pain and back pain; irritable bowel, and ankylosing spondylitis (chronic arthritis).

In the same way, the MEPs warned that the prison crisis in Ecuador, and the dozens of massacres and riots that have existed in recent months, are also configured as an imminent risk factor against Glas and the rest of deprived of liberty.

“This verification group was born with the spirit of monitoring for a year that not only the fundamental rights of Glas are respected, but also those of all inmates confined to the prisons of Ecuador,” the statement read.

The parliamentarians sent, this December 1, an official communication of formation of the verification group to the President of the Republic, Guillermo Lasso; the State Attorney General, Diana Salazar; the president of the Judicial Branch, Iván Saquicela; the Ombudsman, César Cordova; and the general director of the National Service for Comprehensive Attention to Adults Deprived of Liberty, Fausto Cobo. They have also communicated their decision to the High Representative of the European Union for Foreign Affairs, Josep Borrel.

In the same way, they assured that the Ecuadorian State breached the rights established in the Universal Declaration of Human Rights and the precautionary measures granted by the International Commission on Human Rights (IACHR) on December 31, 2019 in favor of Glas.

In addition, they stated that Glas should have access to the pre-release benefit, which is granted to people who have served at least 40% of their sentence, because his life is in danger.

“Former Vice President Glas requested at the beginning of this month that the pending sentences be unified in order to qualify for the prison benefit of 40% of compliance, however, the judge has rejected his request.”

The rest of the objectives that this special commission will have are:

Monitor the execution of prison benefits for persons deprived of liberty in Ecuador

Observe that the public institutions that must intervene in the procedures of penitentiary benefits comply with international, constitutional and legal regulations

Know the corresponding processes, before, during and after the fulfillment of the penitentiary benefits

Request from the relevant entities information and documentation necessary for the performance of their activity, from any public servant or public servant, natural or legal person that has any connection with this verification commission

Carry out on-site visits in the Social Rehabilitation Centers of Ecuador that they consider pertinent, prior coordination with the authorities of the Ecuadorian State
