IDB will announce today if it accepts the appointment of Richard Martínez as its vice president

The former minister could not hold this position because Ecuador has debts with this body and Article 153 of the Constitution prohibits it.

The Board of Directors of the Inter-American Development Bank (IDB) will define today whether the former Minister of Economy and Finance, Richard Martínez, will occupy the position of Vice President for Countries of this multilateral organization.

According to Martínez, at the time of his resignation, he was invited by Mauricio Claver-Carone to occupy this dignity; however, this appointment could be truncated by Article 153 of the Constitution, which indicates that public servants of the highest level hierarchical superior, during the following two years, they will not be able to form part or be officials of international financial institutions creditor of the country.

Given this, last Tuesday, there was a proposal, raised by Assemblyman Juan Cristóbal Lloret, for the Assembly to send a communication to the IDB and report on these alleged irregularities in which Martínez would be incurring, but this motion may only be debated in resumption of session 684, which could be called for next week.

For his part, former Minister Martínez indicated that the IDB “is not a bank but rather a development agency” and therefore the article of the Magna Carta cannot prevent its designation.

Meanwhile, in recent days, Claver-Carone pointed out that the lawyers of the Inter-American Development Bank are reviewing the article of the Constitution and are analyzing whether it is feasible for Martínez to occupy the position.
