The also former president of the UN General Assembly will compete for the OAS General Secretariat with the current secretary, the Uruguayan Luis Almagro, and the Peruvian Hugo de Zela, who aspires to be the first woman to lead the Pan-American organization.

CONAIE looks “with absolute concern” at the period of Luis Almagro, current Secretary of the OAS. They consider that the inter-American agency acted as a “factor of greater instability”, in reference to the role played by the instance in denouncing electoral fraud in the presidential elections of Bolivia.

Espinosa does not have the support of the Government of President Lenín Moreno because, according to the President, they had already committed to Almagro’s candidacy. The former chancellor arrives with the support of Caribbean countries.
