The Mexican government decreed the beginning of a national emergency due to severe, extreme drought in almost 70% of the national territory, according to a decree published in the Official Gazette.
The National Water Commission (Conagua) assumes its powers to guarantee water supply for domestic and urban public use in situations of emergency, extreme shortage or overexploitation, according to the text.
The measures, normally of a transitory nature, contemplate the temporary limitation of existing water rights, mainly for industrial and agricultural uses, through the provisional reduction of volumes, in order to supply to the populations affected by the drought.
In order to contribute to mitigation actions, the Conagua may notify third parties of total or partial use of water concessioned.
It may also assign or temporarily transfer its rights and request the interruption of the expiration of concessioned volumes that are not used, while the emergency subsists, and verify that the volumes temporarily transferred or assigned, the document adds.
The Conagua, through its Basin Organizations and Local Directorates, will follow up on the preventive and mitigation actions, as well as the emergency support due to drought or low availability of sources for the supply of drinking water, whose conclusion will be carried out when the hydrometeorological conditions allow it, the document states.
