IACHR Demands Clear Policies to Address the Prison Crisis in Ecuador

The rapporteur on the Rights of Persons Deprived of Liberty of the IACHR, Edgar Stuardo Ralón, asked the Ecuadorian State to apply clear public policies to guarantee the rights of persons deprived of liberty.

In the framework of the prison crisis that is going through the country, the official called the attention of the government and stated that: “although it has been a confrontation between prison groups, rival groups, it does not take away from the State its obligation to generate the conditions, to have a whole prison system that complies with the different inter-American standards ”.

In an interview, the commissioner warned that the serious situation of violence in prisons, which has left 79 murdered and 19 injured, occurs because the implementation of correct public policies focused on this sector has been left adrift.

In addition, Ralón observed “structural flaws” in the design, application, and evaluation of strategies aimed at the prison sector and reported that the IACHR is monitoring “very closely the situation.”

On February 26, the Inter-American Commission on Human Rights condemned the massacre in four prisons in the country and urged the State to investigate the circumstances, identify and punish those responsible, as well as to “adopt the necessary measures so that this type of facts do not happen again ”.
